- Section 3 Business Concern – The Marin City Community Development Corporation has recently become a Section 3 Business Concern. This helps to create jobs through local hire agreements on federally funded construction projects. Section 3 Businesses are those that meet the following criteria:
- Hire employees that are Section 3 residents, i.e. those that have household incomes at or below 80% of the median income level for their area, and/or are public housing residents;
- Meet specific hiring goals, having a percentage of employees that meet the definition of a Section 3 resident;
- Are only certified in areas where work on projects funded in whole or in part by Housing and Urban Development (HUD) are taking place.
Upcoming projects under our Section 3 Business Concern may include: kitchen remodeling, demolition, sewer drain work, and energy efficiency/weatherization. Therefore, MCCDC actively encourages all small contractors, skilled workers and interested laborers to register with us for future opportunities.

- Employment Services – As one of our main functions as an agency, MCCDC offers effective Workforce Services to a wide spectrum of individuals. Customers meet one-on-one with staff to get a highly individualized plan developed with their specific vocational goals in mind. During plan development, labor market information will be considered in regards to potential for career growth and typical salary ranges for each occupation.
Job preparation will also be highly customized, focusing on the area(s) of greatest priority. For example, some may be in need of a detailed professional resume. Other customers may need specific counseling on interviewing techniques. Some individuals may be unable to return to a specific field of work and need to change career paths. All can be assisted.
During appointments with staff and independently, the participant will take regular steps toward the goal of obtaining employment; this active engagement will be key to the customer’s success. During appointments, job leads will be presented to the consumer, and they will be encouraged to seek out their own leads to bring to appointments as well. This team approach to job development has proven to be very effective, even during the current difficult economic climate.
- Rehabilitation Services – MCCDC recently completed a successful certification process with the State of California Department of Rehabilitation (DOR) so we can now provide assistance to DOR customers. Services available include:
- Situational Assessment – A short-term evaluation of an individual’s skills. The evaluated areas may include: work skills and work tolerance, work habits, communication skills, hygiene, ability to do competitive work, learning style, and potential to benefit from further services.
- Work Adjustment – A training opportunity that explores the meaning, value, and demands of a job. It offers the opportunity to learn or reestablish skills, attitudes, work tolerance, and behaviors appropriate and necessary for competitive employment. Work Adjustment is temporary and not intended to become a permanent placement.
All referred participants must be active with the Department of Rehabilitation at the time of referral and during services.
